{"product":"Backpack","category":"Apparel & Clothing","summary":"The primary HS code for backpacks imported into the United States is 4202.92.31.20, which specifically covers backpacks made of man-made fibers such as nylon or polyester, carrying a general duty rate of 17.6%. Backpacks fall under HTS heading 4202, which covers trunks, suitcases, travel bags, and similar containers. The exact tariff code depends on the outer surface material -- cotton backpacks may qualify for lower rates under 4202.92.15.00 (6.3%), while leather backpacks fall under 4202.91.90.30 (4.5%).","classificationGuide":"Classifying backpacks under the Harmonized Tariff Schedule requires careful attention to several key factors. The HTS treats backpacks as a subset of \"travel, sports and similar bags\" within heading 4202, which broadly covers luggage, handbags, and similar containers.\n\nThe most critical classification factor is the outer surface material. The HTS first divides containers by whether their outer surface is leather or composition leather (subheading 4202.91), sheeting of plastics or textile materials (4202.92), or other materials (4202.99). Most commercial backpacks fall under 4202.92 because they feature textile or plastic outer surfaces.\n\nWithin 4202.92, backpacks are further classified by the specific textile fiber. Man-made fiber backpacks (nylon, polyester, polypropylene) are classified under 4202.92.31.20 with a 17.6% duty rate. Cotton backpacks fall under 4202.92.15.00 at 6.3%, and backpacks of other vegetable fibers under 4202.92.20.00 at 5.7%. Backpacks with an outer surface of sheeting of plastics (rather than textile) may be classified under 4202.92.45.00 at 20%.\n\nFor leather or composition leather backpacks, the applicable code is 4202.91.90.30 at 4.5%. This applies regardless of any textile lining -- the outer surface material controls classification.\n\nImporters should also consider whether a backpack with a rigid internal or external frame might be classified as luggage under 4202.12 rather than as a travel bag under 4202.92. Large framed hiking backpacks that function similarly to suitcases could potentially fall under the luggage provisions, though most standard backpacks remain in the travel and sports bag category.","dutyOverview":"Duty rates for backpacks range from 4.5% to 20% depending on material. The most common rate is 17.6% for man-made fiber (nylon/polyester) backpacks under 4202.92.31.20. Cotton backpacks receive a lower 6.3% rate, and leather backpacks are assessed at 4.5%. Backpacks with plastic outer surfaces face the highest rate at 20%. Special preferential rates may apply under free trade agreements such as USMCA, CAFTA-DR, and others.","commonMistakes":["Classifying nylon or polyester backpacks as cotton to obtain the lower 6.3% rate -- the fiber content of the outer surface must be accurately declared and may be verified through testing.","Confusing the outer surface material with the lining material -- HTS classification is based on the exterior surface, not interior lining or padding materials.","Failing to distinguish between backpacks (4202.92.31.20) and other travel/sports bags (4202.92.31.31) -- backpacks have a specific statistical breakout that must be used when applicable.","Classifying framed hiking packs as standard backpacks when they may qualify as luggage under 4202.12, potentially changing the applicable duty rate.","Not considering whether the product has an outer surface of sheeting of plastics versus textile materials coated with plastics -- coated textiles are still classified as textile outer surface."],"faq":[{"question":"What is the HS code for a backpack?","answer":"The most common HS code for backpacks is 4202.92.31.20, which covers backpacks with an outer surface of textile materials made of man-made fibers (such as nylon or polyester). This code carries a general duty rate of 17.6%. However, the specific code depends on the backpack's outer surface material -- cotton backpacks use 4202.92.15.00 (6.3%) and leather backpacks use 4202.91.90.30 (4.5%)."},{"question":"What is the HTS code for backpacks made of nylon?","answer":"Nylon backpacks are classified under HTS code 4202.92.31.20, which specifically covers backpacks with an outer surface of textile materials of man-made fibers. The general duty rate is 17.6%. Nylon is categorized as a man-made (synthetic) fiber under the HTS."},{"question":"What duty rate applies to imported backpacks?","answer":"Duty rates for backpacks vary by material: 17.6% for man-made fiber backpacks (nylon, polyester), 6.3% for cotton backpacks, 5.7% for other vegetable fiber backpacks, 4.5% for leather backpacks, and up to 20% for those with plastic outer surfaces. Preferential rates under free trade agreements may reduce or eliminate these duties."},{"question":"Are leather backpacks classified differently than nylon backpacks?","answer":"Yes. Leather backpacks fall under HTS 4202.91.90.30 with a 4.5% duty rate, while nylon backpacks are classified under 4202.92.31.20 at 17.6%. The key distinction is the outer surface material -- leather/composition leather backpacks use the 4202.91 subheading, while textile and plastic surface backpacks use 4202.92."},{"question":"Does the frame of a backpack affect its HS code classification?","answer":"In most cases, a standard internal or external frame does not change the HS code for a backpack. However, very large framed hiking backpacks that function more like structured luggage could potentially be reclassified under heading 4202.12 (trunks, suitcases, and similar containers). The outer surface material remains the primary classification factor for standard backpacks."}],"htsCodes":[{"code":"4202.92.31.20","codeRaw":"4202923120","description":"Backpacks, with outer surface of textile materials, of man-made fibers","generalRate":"17.6%","chapter":"42","materialContext":"Of man-made fibers (nylon, polyester)"},{"code":"4202.92.15.00","codeRaw":"4202921500","description":"Travel, sports and similar bags, with outer surface of textile materials, of cotton","generalRate":"6.3%","chapter":"42","materialContext":"Of cotton, with outer surface of textile materials"},{"code":"4202.92.20.00","codeRaw":"4202922000","description":"Travel, sports and similar bags, with outer surface of textile materials, of other vegetable fibers","generalRate":"5.7%","chapter":"42","materialContext":"Of other vegetable fibers, not pile or tufted construction"},{"code":"4202.92.45.00","codeRaw":"4202924500","description":"Travel, sports and similar bags, other (with outer surface of plastics)","generalRate":"20%","chapter":"42","materialContext":"With outer surface of sheeting of plastics"},{"code":"4202.92.31.31","codeRaw":"4202923131","description":"Other travel, sports and similar bags, of man-made fibers","generalRate":"17.6%","chapter":"42","materialContext":"Of man-made fibers, other than backpacks"},{"code":"4202.92.33.16","codeRaw":"4202923316","description":"Travel, sports and similar bags, of man-made fibers, of cotton","generalRate":"17.6%","chapter":"42","materialContext":"Of cotton"},{"code":"4202.91.90.30","codeRaw":"4202919030","description":"Travel, sports and similar bags, with outer surface of leather or composition leather","generalRate":"4.5%","chapter":"42","materialContext":"With outer surface of leather or composition leather"},{"code":"4202.12.81.70","codeRaw":"4202128170","description":"Trunks, suitcases and similar containers, of man-made fibers, with outer surface of textile materials","generalRate":"17.6%","chapter":"42","materialContext":"Of man-made fibers, structured luggage-style backpacks"}]}

{"product":"Auto Parts","category":"Automotive","summary":"Auto parts are primarily classified under HTS heading 8708, which covers parts and accessories of motor vehicles of headings 8701 to 8705. The general duty rate for most auto parts is 2.5%, though certain parts for agricultural tractors enter duty-free. The HS code for automotive parts depends on the specific vehicle system the part belongs to -- brakes, body, transmission, suspension, exhaust, steering, and other categories each have their own subheadings within 8708.","classificationGuide":"Classifying auto parts under the Harmonized Tariff Schedule requires identifying which vehicle system the part belongs to and whether the part is designed for use with specific vehicle types. HTS heading 8708 is the primary classification for parts and accessories of motor vehicles, but not all automotive parts belong here.\n\nHeading 8708 is organized by vehicle system. Subheading 8708.10 covers bumpers and parts thereof. Subheading 8708.2x covers body parts and accessories including safety seat belts (8708.21), windshields and windows (8708.22), and other body components like door assemblies, fenders, and hoods (8708.29). Brakes fall under 8708.30, gear boxes and transmissions under 8708.40, drive axles under 8708.50, road wheels under 8708.70, suspension under 8708.80, radiators under 8708.91, exhaust components under 8708.92, clutches under 8708.93, steering under 8708.94, and airbags under 8708.95. The catch-all subheading 8708.99 covers parts not specifically provided for elsewhere.\n\nA critical classification consideration is whether the part is \"solely or principally\" designed for motor vehicles. Parts that have broader applications may be classified under other headings. For example, ball bearings used in vehicles are classified under heading 8482 (bearings), not 8708. Rubber gaskets go to 4016, and electrical lighting equipment may fall under 8512. Engine parts for spark-ignition engines may be classified under 8409 rather than 8708.\n\nFor machined automotive parts, the classification follows the same rules -- the part's function and vehicle system drive the code suggestion, not the manufacturing process. A machined brake rotor is still classified under 8708.30.50.30 whether it was cast, forged, or CNC machined.\n\nUsed auto parts are classified under the same HTS codes as new parts. There is no separate tariff treatment for used or remanufactured auto parts -- the duty rate remains the same. However, some used parts may require additional documentation for environmental or safety compliance.\n\nParts for agricultural tractors receive preferential treatment under heading 8708, with many subheadings providing duty-free entry for \"tractors suitable for agricultural use.\" This distinction between agricultural and non-agricultural vehicle parts appears throughout the 8708 subheadings.","dutyOverview":"The general duty rate for most auto parts under heading 8708 is 2.5%. Parts specifically for tractors suitable for agricultural use frequently enter duty-free. Cast iron parts also receive duty-free treatment in several subheadings. Airbag inflaters and modules are assessed at 2.5%. The uniformity of the 2.5% rate across most 8708 subheadings makes auto parts relatively straightforward from a duty perspective, though misclassification outside heading 8708 could result in very different rates.","commonMistakes":["Classifying general-purpose components (bearings, gaskets, fasteners, hoses) under 8708 when they belong under their own specific headings -- only parts solely or principally designed for motor vehicles belong in 8708.","Failing to distinguish between parts for agricultural tractors (often duty-free) and parts for other motor vehicles (2.5%) -- the vehicle type the part is designed for determines the rate.","Classifying engine-internal parts under 8708 when they belong under 8409 (parts for spark-ignition or compression-ignition engines).","Using the catch-all 8708.99 code when a more specific subheading exists for the part -- always check whether the specific vehicle system subheading (brakes, suspension, steering, etc.) covers the part first.","Assuming used or remanufactured auto parts have different HS codes or duty rates than new parts -- they are classified identically."],"faq":[{"question":"What is the HS code for auto parts?","answer":"Most auto parts are classified under HTS heading 8708 (parts and accessories of motor vehicles). All carry a 2.5% general duty rate."},{"question":"What is the HS code for machined automotive parts?","answer":"Machined automotive parts use the same HS codes as any other auto part -- classification is based on the part's function and the vehicle system it belongs to, not the manufacturing process. {"product":"Bag","category":"Apparel & Clothing","summary":"Bags are classified under HTS heading 4202, which covers a wide range of containers including handbags, travel bags, shopping bags, sports bags, and similar items. The HS code for a bag depends primarily on its type (handbag vs. travel bag vs. luggage), outer surface material (leather, textile, plastics), and fiber composition. Duty rates range from 4.5% for leather travel bags to 20% for bags of certain other materials, with most textile bags of man-made fibers assessed at 17.6%.","classificationGuide":"The Harmonized Tariff Schedule classifies bags under heading 4202 through a multi-layered hierarchy. The first and most important distinction is the type of bag: handbags (subheadings 4202.21-4202.29), trunks and suitcases (4202.11-4202.19), articles normally carried in the pocket or handbag such as wallets (4202.31-4202.39), and other containers including travel bags, sports bags, and shopping bags (4202.91-4202.99).\n\nFor handbags (4202.2x), classification depends on the outer surface material. Leather handbags are divided by value -- those valued not over $20 each fall under 4202.21.60.00 at 10%, while those valued over $20 each are classified under 4202.21.90.00 at 9%. Handbags with a plastic sheeting outer surface use 4202.22.15.00 at 16%. Textile handbags are further divided by fiber: man-made fiber handbags at 17.6%, cotton handbags at 6.3%, and other vegetable fiber handbags at 5.7%.\n\nTravel bags, sports bags, duffel bags, gym bags, and tote bags generally fall under the \"other\" container provisions (4202.9x). Leather versions use 4202.91.90.30 at 4.5%, while textile versions are classified by fiber content within 4202.92 -- cotton at 6.3%, man-made fibers at 17.6%, and other vegetable fibers at 5.7%.\n\nShopping bags present a particular classification challenge. Reusable shopping bags made of woven polypropylene may be classified under 4202.92 if they function as general-purpose carrying bags, but single-use plastic bags are typically classified under heading 3923 (plastic articles for conveyance or packing). The intended use and construction drive the appropriate heading suggestion.\n\nImporters should pay careful attention to how \"outer surface\" is defined. A bag with a textile outer layer that has been coated or laminated with plastics is still classified based on the textile, not the plastic coating. The outer surface must be actual sheeting of plastics (not a coating on textile) for the plastics provisions to apply.","dutyOverview":"Duty rates for bags vary significantly by type and material. Leather handbags range from 9% to 10% depending on value. Textile handbags of man-made fibers are assessed at 17.6%, while cotton handbags face a 6.3% rate. Plastic-surface handbags carry a 16% rate. Travel and sports bags follow a similar pattern: 4.5% for leather, 17.6% for man-made fibers, and 6.3% for cotton. Free trade agreement preferences under USMCA, CAFTA-DR, and other programs may substantially reduce or eliminate these duties.","commonMistakes":["Misclassifying a handbag as a travel bag or vice versa -- the HTS draws clear distinctions between handbags (4202.2x) and travel/sports bags (4202.9x), and the duty rates can differ significantly.","Confusing plastic-coated textiles with sheeting of plastics -- a textile fabric with a plastic coating is still classified as textile outer surface, not plastics.","Failing to declare the correct fiber content of the outer surface material, which can shift classification between cotton (6.3%), man-made fibers (17.6%), and other fiber categories.","Not considering the value threshold for leather handbags -- leather handbags valued over $20 each (9%) have a lower rate than those valued at $20 or under (10%).","Classifying reusable shopping bags under heading 3923 (plastic containers for packing) when they should be under 4202 as general-purpose carrying bags."],"faq":[{"question":"What is the HS code for a bag?","answer":"The HS code for a bag depends on the bag type and material. {"product":"Battery","category":"Electronics & Technology","summary":"Batteries are split between two HTS headings: 8506 covers **primary** (non-rechargeable) batteries — alkaline, lithium primary, manganese dioxide — and 8507 covers **secondary** (rechargeable) batteries — lead-acid, nickel-metal hydride, lithium-ion, and others. Lithium-ion batteries (8507.60) are the most economically significant subheading because they cover laptops, phones, EV traction packs, power tools, and grid storage. General MFN rates range from 2.5% to 3.5% across the heading. Battery imports — particularly lithium-ion — are subject to substantial country-specific additional duties such as Section 301 measures.","classificationGuide":"The first decision is whether the battery is **rechargeable** (secondary) or **non-rechargeable** (primary).\n\n**8506 — Primary cells and primary batteries** (non-rechargeable). Subheadings split by chemistry:\n- 8506.10 — Manganese dioxide (alkaline AA/AAA/C/D/9V batteries and coin cells, 2.7%)\n- 8506.50 — Lithium primary (CR2032 and similar coin cells, 2.7%)\n- 8506.80 — Other primary cells (silver oxide, zinc air, mercury — 2.7%)\nWithin each, statistical suffixes break out button/coin cells (.10) from other formats (.90).\n\n**8507 — Electric storage batteries (secondary, rechargeable)**. Subheadings split by chemistry:\n- 8507.10 — Lead-acid, of a kind used for starting piston engines (automotive starter batteries, 3.5%). The 10-digit split distinguishes 12V batteries ≤6 kg (.30, motorcycle/compact car) from >6 kg (.60, standard automotive) from other (.90).\n- 8507.20 — Other lead-acid (industrial, marine, deep-cycle, UPS — 3.5%). The 10-digit split is by voltage: 6V (.31), 12V (.41), 36V (.61), other (.91).\n- 8507.30 — Nickel-cadmium (2.5% for the EV-suffix .00; rates vary slightly by suffix)\n- 8507.50 — Nickel-metal hydride (NiMH, 3.4%)\n- 8507.60 — **Lithium-ion** (3.4%). Suffix .10 covers EV traction battery packs (\"of a kind used as the primary source of electrical power for electrically powered vehicles\"); suffix .20 covers other lithium-ion (the bulk of consumer electronics, power tools, and stationary storage).\n- 8507.80 — Other accumulators (3.4%)\n- 8507.90 — Battery parts: lead-acid parts (.40 at 3.5%), other parts (.80 at 3.4%)\n\nThe **lithium-ion EV vs other split** at 8507.60.00.10 vs .20 matters for both rate (same 3.4% MFN, but Section 301 stacking differs) and statistical reporting under recent EV-related trade measures.\n\nA practical note: batteries integrated into a finished device (a laptop with a built-in battery, a power tool with a battery pack) generally follow the parent device's classification. Standalone batteries — including OEM replacements and aftermarket packs — classify under 8506 / 8507.\n\n**Important duty caveat for batteries**, particularly lithium-ion. Although the MFN rate is 3.4%, Chinese-origin lithium-ion batteries are subject to Section 301 List 4A tariffs that have increased significantly since 2024, and EV traction packs from China are subject to additional measures under the Inflation Reduction Act eligibility framework. Total landed duty on Chinese-origin lithium-ion is materially higher than the base 3.4% rate. Country-specific verification is essential before any prospective entry.","dutyOverview":"General MFN duty rates for batteries range from 2.5% to 3.5% across heading 8506 (primary) and 8507 (secondary). {"product":"Bearing","category":"Industrial & Machinery","summary":"Ball and roller bearings are classified under HTS heading 8482. The eight-digit subheading depends on the bearing type — ball, tapered roller, spherical roller, needle roller, cylindrical roller, or other. Bearings with integral shafts have a separate split at 8482.10.10. Most industrial bearings carry a general duty rate between 2.4% and 9%, with bearing parts (rings, balls, rollers) at 4.4% to 9.9%.","classificationGuide":"Heading 8482 covers ball and roller bearings and parts thereof. The first decision is the bearing type by rolling element.\n\n**8482.10 — Ball bearings.** Split at the 6-digit level into bearings with integral shafts (8482.10.10) and other ball bearings (8482.10.50). Bearings with integral shafts under 8482.10.10 carry a 2.4% rate; other ball bearings under 8482.10.50 carry a 9% rate. Within 8482.10.50, statistical suffixes break down further into thrust bearings (.08), linear bearings (.12), angular contact bearings, radial bearings, and double-row radial (.60), and other (.68).\n\n**8482.20 — Tapered roller bearings**, including cone and tapered roller assemblies. The 5.8% rate applies. Wheel hub tapered roller assemblies are a common consumer/aftermarket use case under 8482.20.00.20–.30.\n\n**8482.30 — Spherical roller bearings.** 5.8% rate.\n\n**8482.40 — Needle roller bearings.** 5.8% rate.\n\n**8482.50 — Other cylindrical roller bearings.** 5.8% rate.\n\n**8482.80 — Other bearings**, including combined ball/roller bearings (5.8%).\n\n**8482.91 / 8482.99 — Bearing parts.** Imported separately from a complete bearing, components classify here. 8482.91 covers balls, needles, and rollers themselves (4.4%). 8482.99 covers rings, races, cages, and other parts (typically 9.9% for ball-bearing inner/outer rings under 8482.99.05).\n\nSize, precision class (e.g., ABEC ratings), material (steel, ceramic), and intended end-use generally do not change the 8-digit heading but may affect the 10-digit statistical suffix. A common example is wheel hub bearings, which have specific suffixes within both 8482.10.50 and 8482.20.00.\n\nA practical note: bearings sold pre-installed in a finished product (e.g., a wheel hub assembly that includes the bearing) may follow the parent product's classification rather than 8482. {"product":"Dietary Supplements","category":"Cosmetics & Health","summary":"Dietary supplements span multiple HTS headings depending on their composition and form. Vitamin and mineral supplements in retail dosage form are typically classified under heading 3004 (medicaments) at duty-free rates. Protein powders and general food supplement preparations fall under heading 2106 at rates of 4.8% to 6.4%. Bulk vitamins are classified under heading 2936 (duty-free), and herbal extracts under heading 1302.","classificationGuide":"Dietary supplements are one of the most complex product categories to classify under the Harmonized Tariff Schedule because the correct heading depends on the supplement's active ingredients, form, and how it is put up for sale. There is no single HS code for dietary supplements — different types of supplements can fall under headings in Chapters 13, 21, 29, or 30.\n\nThe primary classification question is whether the supplement qualifies as a medicament under heading 3004. Products containing vitamins or other products of heading 2936, put up in measured doses or in forms or packings for retail sale, are classified under subheading 3004.50. This is typically the most favorable classification because the duty rate is Free. Multivitamin supplements with minerals fall under 3004.50.50.30, single vitamins with minerals under 3004.50.50.10, and multivitamins without minerals under 3004.50.50.40. The key requirements are that the product contains vitamins as a defining characteristic and is put up in retail dosage form (tablets, capsules, softgels, etc.).\n\nSupplements that do not contain vitamins or do not qualify as medicaments typically fall under heading 2106 as food preparations not elsewhere specified. Protein concentrates, including whey protein and plant-based protein powders, are specifically classified under 2106.10.00.00 at 6.4%. Other supplement preparations — such as amino acid capsules, fiber supplements, or general health supplement blends without significant vitamin content — fall under the residual 2106.90.99.98 at 6.4%. Gelatin-based softgel capsules may be classified under 2106.90.58 at 4.8%.\n\nBulk vitamin ingredients (not put up for retail sale) are classified under heading 2936. Individual unmixed vitamins like Vitamin C (2936.27), Vitamin A (2936.21), Vitamin E (2936.28), and B vitamins (2936.22-2936.26) all enter duty-free. These codes apply to raw vitamin ingredients imported by supplement manufacturers, not to finished retail products.\n\nHerbal supplements and plant extracts may be classified under heading 1302 (vegetable saps and extracts). Ginseng extract is specifically listed at 1302.19.41.20 at 1%, while other botanical extracts fall under various subheadings with rates ranging from Free to 3.8%. However, if an herbal extract is combined with vitamins and put up for retail sale, it may shift to heading 3004.\n\nThe form of the supplement (capsule, tablet, powder, liquid) does not independently determine classification, but it can affect whether a product qualifies as \"put up in measured doses\" for heading 3004 treatment. Loose powders sold by weight may not qualify as measured doses, potentially pushing them to heading 2106 even if they contain vitamins.","dutyOverview":"Duty rates for dietary supplements vary significantly by classification. Vitamin and mineral supplements in retail dosage form under heading 3004.50 enter duty-free. Protein concentrates under 2106.10 carry a 6.4% rate. General food supplement preparations under 2106.90.99 are also at 6.4%, while gelatin-based supplement capsules under 2106.90.58 are at 4.8%. Bulk unmixed vitamins under heading 2936 are all duty-free. Herbal extracts under heading 1302 range from Free to 3.8%, with ginseng at 1%. Better classification suggestions can mean the difference between a 6.4% duty and duty-free treatment for the same supplement.","commonMistakes":["Classifying retail-packaged vitamin supplements under heading 2106 (food preparations at 6.4%) instead of heading 3004.50 (medicaments containing vitamins at Free), resulting in unnecessary duty payments.","Classifying a multi-ingredient supplement based on a minor herbal component under heading 1302 when the dominant characteristic (vitamins) would place it under heading 3004 at a lower or free rate.","Importing bulk vitamin ingredients and classifying them under the same code as finished retail supplements — bulk unmixed vitamins belong under heading 2936, while retail dosage forms go to 3004.50.","Failing to distinguish between protein concentrates (2106.10 at 6.4%) and general food supplement preparations (2106.90.99 at 6.4%) — while the rate is the same, incorrect classification can cause compliance issues."],"faq":[{"question":"What is the HS code for dietary supplements?","answer":"There is no single HS code for all dietary supplements. However, if the herbal supplement is combined with vitamins and put up for retail sale, it may qualify under heading 3004.50 (duty-free). Herbal supplement blends without vitamins that are food-type preparations typically fall under 2106.90.99.98 at 6.4%."},{"question":"What is the duty rate on imported supplements?","answer":"Duty rates for supplements range from Free to 6.4% depending on classification. Vitamin-based supplements under heading 3004.50 are duty-free. Bulk vitamins under 2936 are also Free. {"product":"Dress Shirt","category":"Apparel & Clothing","summary":"Shirts and dress shirts are classified across several HTS headings depending on construction method (woven vs. knitted) and fiber content (cotton vs. man-made fibers). Woven men's shirts fall under heading 6205, knitted shirts under 6105, and T-shirts under 6109. Duty rates range from 5.6% to 32%, with cotton woven dress shirts at 19.7% and man-made fiber woven shirts carrying compound rates.","classificationGuide":"Classifying shirts under the Harmonized Tariff Schedule depends on three key factors: the construction method (woven vs. knitted or crocheted), the fiber composition, and the garment type. Getting these right is essential because duty rates vary dramatically — from 5.6% to as high as 32% — and misclassification can result in significant overpayment or underpayment of duties.\n\nThe first and most important distinction is between woven and knitted construction. Woven men's shirts are classified under heading 6205 (Chapter 62, which covers non-knitted apparel), while knitted or crocheted men's shirts fall under heading 6105 (Chapter 61, which covers knitted apparel). T-shirts, regardless of gender, are classified under heading 6109 as a separate category. A standard dress shirt with a structured collar and button-front placket is typically woven and classified under 6205. Polo shirts, despite sometimes having collars, are knitted and classified under 6105. T-shirts, tank tops, and singlets are all classified under 6109.\n\nFiber composition is the second major classification factor. Within heading 6205 (woven shirts), cotton shirts are under 6205.20 at 19.7%, while man-made fiber shirts are under 6205.30 with a compound rate of 29.1 cents per kilogram plus 25.9%. For knitted shirts under 6105, cotton carries a 19.7% rate while man-made fibers are dutiable at 32%. For T-shirts under 6109, cotton is at 16.5% while man-made fibers are at 32%. Shirts made of silk or wool have different, often lower rates.\n\nAdditional classification factors include whether the shirt has multiple colors in the warp and/or filling (for woven shirts, there are separate statistical breakouts for multicolor vs. single-color), whether it is a dress shirt versus a casual shirt, and whether the garment is for men's or boys' sizes. Long sleeve shirts do not have a separate HS code — the classification depends on construction and fiber, not sleeve length.\n\nImporters should pay special attention to fabric blends. The classification is based on the fiber that predominates by weight. A shirt that is 52% polyester and 48% cotton would be classified as man-made fiber, potentially doubling the effective duty rate compared to a majority-cotton shirt. Similarly, shirts containing 23% or more wool by weight have separate provisions with different rates.","dutyOverview":"Duty rates for shirts vary significantly by construction and material. Woven cotton dress shirts (6205.20) carry a 19.7% ad valorem rate. Woven man-made fiber shirts (6205.30) are subject to a compound rate of 29.1 cents per kilogram plus 25.9%. Knitted cotton shirts (6105.10) are dutiable at 19.7%, while knitted man-made fiber shirts (6105.20) carry a 32% rate. Cotton T-shirts (6109.10) are at 16.5%, and man-made fiber T-shirts (6109.90.10) at 32%. Special lower rates may apply under trade preference programs or for certified hand-loomed and folklore products.","commonMistakes":["Classifying a knitted polo shirt under heading 6205 (woven shirts) instead of the correct heading 6105 (knitted shirts), which can change both the duty rate and quota category.","Misidentifying the predominant fiber in blended fabrics — a shirt with 51% polyester and 49% cotton must be classified as man-made fiber, not cotton, which often means a higher duty rate.","Classifying T-shirts under heading 6105 (knitted shirts) instead of the dedicated T-shirt heading 6109, which has different duty rates and statistical categories.","Failing to distinguish between men's and women's garments, which fall under entirely different headings (6205 vs. 6206 for woven, 6105 vs. 6106 for knitted)."],"faq":[{"question":"What is the HS code for cotton dress shirts?","answer":"Woven cotton dress shirts for men are classified under HTS 6205.20.20, with specific statistical suffixes for multicolor (6205.20.20.16) and single-color (6205.20.20.26) versions. The general duty rate is 19.7% ad valorem. Boys' cotton dress shirts use the same subheading but different statistical suffixes (.21 and .31 respectively)."},{"question":"What is the HS code for T-shirts?","answer":"Cotton T-shirts are classified under HTS 6109.10.00, with men's T-shirts specifically at 6109.10.00.12 and a duty rate of 16.5%. T-shirts made of man-made fibers fall under 6109.90.10 at a 32% duty rate. All T-shirts are classified in heading 6109 regardless of sleeve length or gender."},{"question":"What is the HS code for polo shirts?","answer":"Polo shirts are knitted garments classified under heading 6105 (men's or boys' knitted shirts). Cotton polo shirts fall under 6105.10.00.10 at 19.7%, while polyester or other man-made fiber polo shirts are classified under 6105.20.20.10 at 32%. The key distinction is that polo shirts are knitted, not woven, so they cannot be classified under heading 6205."},{"question":"Why are shirt duty rates so different based on material?","answer":"Historically, the US has maintained higher tariffs on man-made fiber apparel to protect domestic manufacturers. Cotton woven shirts carry a 19.7% rate, while man-made fiber woven shirts face a compound rate of 29.1 cents per kilogram plus 25.9%. For knitted shirts, the difference is even more pronounced: 19.7% for cotton versus 32% for man-made fibers. This makes fiber identification and accurate weight reporting critical for correct duty assessment."},{"question":"What is the HS code for men's long sleeve shirts?","answer":"There is no separate HS code for long sleeve shirts — classification depends on whether the shirt is woven or knitted and its fiber content, not sleeve length. A woven cotton long sleeve dress shirt is 6205.20.20.26, while a knitted cotton long sleeve shirt is 6105.10.00.10. The only exception is wool T-shirts, where long-sleeved versions have a specific provision under 6109.90.15."}],"htsCodes":[{"code":"6205.20.20.26","codeRaw":"6205202026","description":"Men's woven cotton dress shirts; other (single color)","generalRate":"19.7%","chapter":"62","materialContext":"Men's or boys' shirts, of cotton, woven - Dress shirts"},{"code":"6205.20.20.16","codeRaw":"6205202016","description":"Men's woven cotton dress shirts; with two or more colors in the warp and/or filling","generalRate":"19.7%","chapter":"62","materialContext":"Men's or boys' shirts, of cotton, woven - Multicolor dress shirts"},{"code":"6205.30.20.30","codeRaw":"6205302030","description":"Men's woven dress shirts of man-made fibers; other","generalRate":"29.1¢/kg + 25.9%","chapter":"62","materialContext":"Men's or boys' shirts, of man-made fibers, woven - Dress shirts"},{"code":"6105.10.00.10","codeRaw":"6105100010","description":"Men's knitted or crocheted shirts of cotton","generalRate":"19.7%","chapter":"61","materialContext":"Men's or boys' shirts, knitted or crocheted - Of cotton (polo shirts, knit shirts)"},{"code":"6105.20.20.10","codeRaw":"6105202010","description":"Men's knitted or crocheted shirts of man-made fibers","generalRate":"32%","chapter":"61","materialContext":"Men's or boys' shirts, knitted or crocheted - Of man-made fibers"},{"code":"6109.10.00.12","codeRaw":"6109100012","description":"Men's T-shirts, knitted or crocheted, of cotton","generalRate":"16.5%","chapter":"61","materialContext":"T-shirts, singlets, tank tops and similar garments, knitted or crocheted - Of cotton"},{"code":"6109.90.10.07","codeRaw":"6109901007","description":"Men's T-shirts, knitted, of man-made fibers","generalRate":"32%","chapter":"61","materialContext":"T-shirts, knitted or crocheted - Of man-made fibers"},{"code":"6205.20.20.67","codeRaw":"6205202067","description":"Men's other woven cotton shirts","generalRate":"19.7%","chapter":"62","materialContext":"Men's or boys' shirts, of cotton, woven - Other (casual shirts, work shirts)"},{"code":"6205.20.10.00","codeRaw":"6205201000","description":"Certified hand-loomed and folklore products of cotton","generalRate":"8.7%","chapter":"62","materialContext":"Men's or boys' shirts, of cotton - Certified hand-loomed and folklore products (reduced rate)"},{"code":"6105.90.80.60","codeRaw":"6105908060","description":"Men's knitted shirts of other textile materials","generalRate":"5.6%","chapter":"61","materialContext":"Men's or boys' shirts, knitted - Of other textile materials (blends)"}]}

{"product":"Dress","category":"Apparel & Clothing","summary":"Dresses are classified under two primary HTS headings: 6204 for woven (not knitted) women's and girls' dresses, and 6104 for knitted or crocheted dresses. The HS code for a dress depends on whether it is knitted or woven and on the fiber composition of the fabric. Duty rates range from as low as 0.9% for knitted silk dresses to 16% for synthetic fiber dresses, with cotton dresses falling in the middle at 8.4% (woven) or 11.5% (knitted).","classificationGuide":"Dress classification under the US Harmonized Tariff Schedule begins with one fundamental question: is the garment knitted/crocheted or woven? This distinction determines whether the dress falls under Chapter 61 (knitted or crocheted apparel) or Chapter 62 (woven apparel). Knitted dresses use heading 6104, while woven dresses use heading 6204.\n\nWithin each heading, dresses are classified by their predominant fiber content. The HTS breaks down dress codes into five fiber categories: wool or fine animal hair (6104.41/6204.41), cotton (6104.42/6204.42), synthetic fibers such as polyester or nylon (6104.43/6204.43), artificial fibers such as rayon or viscose (6104.44/6204.44), and other textile materials including silk (6104.49/6204.49).\n\nThe fiber classification follows the standard textile rule: the fiber present in the greatest weight percentage determines the subheading. For example, a dress that is 55% polyester and 45% cotton is classified as synthetic fiber. Special rules apply when wool content reaches certain thresholds -- synthetic fiber dresses containing 23% or more wool by weight may be classified differently, with rates of 14.9% instead of the standard 16%.\n\nGowns, including formal evening gowns, cocktail dresses, and prom dresses, follow the same classification rules as dresses. There is no separate HTS provision for gowns -- they are classified by the same knitted/woven and fiber criteria as any other dress.\n\nGirls' dresses use the same headings as women's dresses (6104.4x and 6204.4x) but have separate statistical suffixes (e.g., 6204.42.30.20 for girls' versus 6204.42.30.10 for women's). The duty rate is the same regardless of whether the dress is for women or girls.","dutyOverview":"Duty rates for dresses vary by construction and material. Woven cotton dresses carry an 8.4% rate, while woven synthetic and artificial fiber dresses are assessed at 16%. Woven wool dresses face a 13.6% rate, and woven silk dresses (70%+ silk) are 6.9%. Knitted dresses follow a similar pattern but at slightly different rates: cotton at 11.5%, synthetic at 16%, artificial fibers at 14.9%, wool at 13.6%, and silk at just 0.9%. Free trade agreement preferences may reduce or eliminate these duties for qualifying originating goods.","commonMistakes":["Misidentifying knitted fabric as woven or vice versa -- this shifts the entire classification between Chapter 61 and Chapter 62, potentially changing the duty rate.","Declaring the wrong predominant fiber content -- the fiber present in the greatest weight percentage determines the subheading, and misidentification can result in significant duty differences.","Not accounting for wool content thresholds in synthetic fiber dresses -- dresses containing 23% or more wool by weight have special provisions with different rates.","Classifying gowns under a separate heading -- formal gowns, evening dresses, and cocktail dresses all use the same 6104/6204 dress provisions based on construction and fiber.","Confusing cotton/linen blends -- a dress made primarily of linen (flax) does not classify as cotton and falls under the 'other textile materials' provisions with potentially different rates."],"faq":[{"question":"What is the HS code for a dress?","answer":"The HS code for a dress depends on whether it is knitted or woven and on the fiber content. The most common codes are 6204.42.30.10 (8.4%) for women's woven cotton dresses, 6204.43.40.10 (16%) for woven synthetic fiber dresses, and 6104.43.20.10 (16%) for knitted synthetic fiber dresses. All dresses fall under HTS heading 6104 (knitted) or 6204 (woven)."},{"question":"What is the HS code for a cotton dress?","answer":"Women's woven cotton dresses are classified under HTS 6204.42.30.10 with an 8.4% duty rate. Knitted cotton dresses use HTS 6104.42.00.10 with an 11.5% rate. The cotton must be the predominant fiber by weight for these codes to apply."},{"question":"What is the HS code for a women's dress?","answer":"Women's dresses are classified under 6204.4x (woven) or 6104.4x (knitted), with the last digit(s) depending on the fiber content. Common codes include 6204.42.30.10 for woven cotton (8.4%), 6204.43.40.10 for woven synthetic (16%), and 6204.41.20.10 for woven wool (13.6%). The statistical suffix .10 typically designates women's, while .20 designates girls'."},{"question":"What is the HS code for a gown or evening dress?","answer":"Gowns and evening dresses do not have a separate HS code. They are classified as dresses under heading 6204 (woven) or 6104 (knitted), with the specific code determined by fiber content. A woven polyester evening gown, for example, would use 6204.43.40.10 at 16% -- the same code as any other woven synthetic fiber dress."},{"question":"Is there a difference in duty rate between knitted and woven dresses?","answer":"Yes, in some cases. Woven cotton dresses are assessed at 8.4% while knitted cotton dresses face 11.5%. Woven silk dresses (70%+ silk) carry a 6.9% rate versus just 0.9% for knitted silk. However, for synthetic fibers, both knitted and woven dresses share the same 16% rate. The construction method can meaningfully affect your total landed cost."}],"htsCodes":[{"code":"6204.42.30.10","codeRaw":"6204423010","description":"Women's woven dresses, of cotton","generalRate":"8.4%","chapter":"62","materialContext":"Woven cotton, women's"},{"code":"6204.43.40.10","codeRaw":"6204434010","description":"Women's woven dresses, of synthetic fibers","generalRate":"16%","chapter":"62","materialContext":"Woven synthetic fibers, women's"},{"code":"6204.44.40.10","codeRaw":"6204444010","description":"Women's woven dresses, of artificial fibers","generalRate":"16%","chapter":"62","materialContext":"Woven artificial fibers (rayon, viscose), women's"},{"code":"6204.41.20.10","codeRaw":"6204412010","description":"Women's woven dresses, of wool or fine animal hair","generalRate":"13.6%","chapter":"62","materialContext":"Woven wool or fine animal hair, women's"},{"code":"6204.49.10.00","codeRaw":"6204491000","description":"Women's woven dresses, containing 70% or more by weight of silk or silk waste","generalRate":"6.9%","chapter":"62","materialContext":"Woven silk (70%+ by weight), women's"},{"code":"6104.42.00.10","codeRaw":"6104420010","description":"Women's knitted or crocheted dresses, of cotton","generalRate":"11.5%","chapter":"61","materialContext":"Knitted cotton, women's"},{"code":"6104.43.20.10","codeRaw":"6104432010","description":"Women's knitted or crocheted dresses, of synthetic fibers","generalRate":"16%","chapter":"61","materialContext":"Knitted synthetic fibers, women's"},{"code":"6104.44.20.10","codeRaw":"6104442010","description":"Women's knitted or crocheted dresses, of artificial fibers","generalRate":"14.9%","chapter":"61","materialContext":"Knitted artificial fibers (rayon, viscose), women's"},{"code":"6104.41.00.10","codeRaw":"6104410010","description":"Women's knitted or crocheted dresses, of wool or fine animal hair","generalRate":"13.6%","chapter":"61","materialContext":"Knitted wool or fine animal hair, women's"},{"code":"6104.49.10.00","codeRaw":"6104491000","description":"Women's knitted or crocheted dresses, containing 70% or more by weight of silk or silk waste","generalRate":"0.9%","chapter":"61","materialContext":"Knitted silk (70%+ by weight), women's"}]}

{"product":"Hat","category":"Apparel & Clothing","summary":"Hats and headgear are classified across HTS headings 6504 to 6507. The decision tree depends on construction method (knit, made up of fabric, plaited, or rigid material) and material (cotton, wool, man-made fibers, plant fibers, or rubber/plastic). Cotton knit baseball caps fall under 6505.00.04 at a Free rate; wool hats under 6505.00.20 at 7.5%; man-made-fiber caps under 6505.00.40 at a compound rate; straw hats under 6504.00.30 at a compound rate; and safety helmets under 6506.10. Hat parts (sweatbands, linings, peaks) fall under 6507.","classificationGuide":"Headgear classification starts with the **construction method**.\n\n**6504 — Hats made by plaiting or assembling strips** of any material (straw, palm leaf, raffia, paper). Straw hats, panama hats, and similar woven-strip headgear fall here. The most common subheading is 6504.00.30 with a compound rate (around 25.4¢/kg + 7.7%).\n\n**6505 — Hats and other headgear, knitted or crocheted, or made up from lace, felt, or other textile fabric in the piece**. This is the largest heading by volume and covers most consumer hats:\n- 6505.00.04 — of cotton (Free rate). Includes baseball caps, bucket hats, visors, and sun hats. Statistical suffixes split men's/boys' caps (.10) from other styles (.50).\n- 6505.00.20 — of wool (7.5%). Includes felt fedoras, knit wool beanies, and dressier wool hats.\n- 6505.00.40 — of man-made fibers (around 31¢/kg + 7.9% compound rate). Includes synthetic-fiber baseball caps, polyester beanies, and acrylic knit caps.\n- 6505.00.90 — of other materials (silk, linen, blends).\n\n**6506 — Other headgear**, whether or not lined or trimmed:\n- 6506.10 — Safety headgear (hard hats, motorcycle helmets, sports helmets). However, potential classification remains important for trade data, export control compliance, and potential tariff exclusion tracking.\n\nHeading 8542 is divided into several subheadings based on IC function. Processors and controllers, including microprocessors and microcontrollers, fall under 8542.31. This subheading has detailed statistical breakouts: CPUs at 8542.31.00.45, GPUs at 8542.31.00.40, digital signal processors at 8542.31.00.35, microcontrollers by bit width (8-bit at .15, 16-bit at .20, 32-bit at .25), FPGAs at .60, System-on-Chip devices at .70, and complex programmable logic devices at .55. Memory ICs are classified under 8542.32, with specific codes for DRAM by capacity (ranging from not over 128 megabits to over 1 gigabit), SRAM (.41), EEPROM (.51), EPROM (.61), and other memory types (.71).\n\nAmplifier ICs have their own subheading at 8542.33. All other integrated circuits — including RF transceivers, data converters (ADCs and DACs), active filters, and mixed-signal ICs — fall under 8542.39. Parts of integrated circuits, such as lead frames and IC substrates, are classified under 8542.90.\n\nDiscrete semiconductor devices that are not integrated circuits belong under heading 8541 rather than 8542. This includes individual diodes (8541.10), transistors (8541.21/29), thyristors (8541.30), LEDs (8541.41), photovoltaic cells (8541.42/43), and other semiconductor devices. Like ICs, these are also duty-free under the ITA.\n\nHeading 8543 covers electrical machines and apparatus with individual functions not specified elsewhere in Chapter 85. While not directly applicable to standard ICs, importers sometimes encounter classification questions about whether specialized electronic modules belong under 8542 (as ICs) or 8543 (as electrical apparatus). The key distinction is whether the product is a monolithic or hybrid integrated circuit on a semiconductor substrate versus a discrete assembled apparatus. Items under 8543 may carry duty rates ranging from Free to 2.6%, so the distinction can matter.","dutyOverview":"All electronic integrated circuits under heading 8542 enter the United States duty-free, including processors (CPUs, GPUs, microcontrollers), memory chips (DRAM, SRAM, EEPROM, flash), amplifiers, and all other IC types. Parts of ICs under 8542.90 are also duty-free. Discrete semiconductor devices under heading 8541 (diodes, transistors, LEDs, photovoltaic cells) are likewise duty-free. This duty-free treatment is a result of the WTO Information Technology Agreement. Some items under heading 8543 (electrical machines and apparatus) carry rates of up to 2.6%, so potential classification between 8542 and 8543 can have financial implications.","commonMistakes":["Classifying a module or assembled electronic apparatus under heading 8542 (integrated circuits, duty-free) when it should be classified under heading 8543 (electrical machines, up to 2.6%) — the distinction depends on whether the product is a true IC on a semiconductor substrate.","Using an incorrect statistical suffix for the IC type (e.g., classifying a GPU under the general CPU code or a microcontroller under the processor code), which distorts trade statistics and can trigger compliance reviews.","Classifying printed circuit board assemblies (PCBAs) with multiple discrete components as integrated circuits under 8542 when they may belong under heading 8534 (printed circuits) or the heading for the apparatus they are part of.","Failing to distinguish between DRAM capacity tiers for memory ICs — while the duty rate is the same (Free), CBP requires reporting the correct capacity-based statistical suffix."],"faq":[{"question":"What is the HS code for integrated circuits?","answer":"Electronic integrated circuits are classified under HTS heading 8542. {"product":"Jacket","category":"Apparel & Clothing","summary":"Jackets are split between heading 6101/6102 (knit, men's/women's) and 6201/6202 (woven, men's/women's), with waterproof rubberized garments separated under 6113. The most cost-impactful decisions are construction (knit vs woven), primary fiber (wool, cotton, or man-made), and gender. Wool overcoats under 6201.20 / 6202.20 carry a compound rate (specific cents/kg plus an ad valorem percentage), while cotton lightweight jackets and ski jackets under 6201.90 / 6202.90 are typically around 4.2%.","classificationGuide":"Jacket classification starts with the construction method: knit or crocheted vs woven. Knit jackets fall under Chapter 61 (headings 6101 for men/boys and 6102 for women/girls). Woven jackets fall under Chapter 62 (headings 6201 for men/boys and 6202 for women/girls). Waterproof garments made from rubberized or coated fabrics of headings 5903, 5906, or 5907 — typically rain shells and ponchos — fall under heading 6113 regardless of gender split.\n\nWithin 6201 and 6202 (woven), the key fiber-based subheadings are: 6201.20 / 6202.20 for **wool**, 6201.90 / 6202.90 for **cotton and other** fibers (including man-made through statistical suffixes), and 6201.40 / 6202.40 specifically for some man-made-fiber breakouts. The wool heading carries a compound duty rate (cents per kilogram plus an ad valorem percentage).\n\nA further split inside 6201.90 distinguishes ski-jackets and similar technical recreational outerwear (6201.90.49) from generic anoraks, windbreakers, and other outerwear (6201.90.69). Ski-jackets and lightweight recreational outerwear typically carry a 4.2% rate.\n\nFor knit jackets (6101.30 / 6102.30), the man-made-fiber subheading typically lands at 8.9% — covering polar fleeces, synthetic shells, and most performance soft-shells.\n\nWaterproof rubberized rainwear under 6113.00.90 carries a 7.1% rate. The trick here is whether the fabric is *coated*, *rubberized*, or *laminated* per the technical definitions in headings 5903/5906/5907 — if so, 6113 applies; if not, the jacket goes back to the knit (61) or woven (62) chapters.\n\nGender and age splits appear at the 10-digit statistical suffix level. Within 6101.30.20, for example, men's jackets use suffix .10 and boys' use .20.","dutyOverview":"Jacket duty rates depend heavily on construction and fiber. Wool woven overcoats under 6201.20 / 6202.20 carry compound rates (around 41¢/kg + 16.3%); cotton woven anoraks and ski-jackets under 6201.90 / 6202.90 are around 4.2%; man-made-fiber knit jackets under 6101.30 / 6102.30 are around 8.9%; and waterproof rainwear under 6113.00.90 is around 7.1%. Country-specific additional duties may apply on top of the base rate.","commonMistakes":["Treating a fleece as a 'waterproof' jacket — fleeces are knit polyester (6101.30 / 6102.30), not coated/rubberized, so they don't qualify for heading 6113.","Putting a ski-jacket under the generic 6201.90.69 instead of the recreational-outerwear suffix 6201.90.49 — the rates differ.","Failing to verify wool content thresholds — heading 6201.20 / 6202.20 requires specific wool composition; lower wool blends may shift to 6201.90 / 6202.90.","Misclassifying soft-shell jackets — depending on whether the laminate qualifies under 5903/5906/5907, soft-shells can fall under either 6101/6102 (knit) or 6113 (waterproof).","Using the men's statistical suffix for unisex apparel — gender suffixes are required even when the garment is sold unisex; the construction and target wearer drive the choice."],"faq":[{"question":"What is the HS code for a jacket?","answer":"There is no single code. Jackets are split into knit (Chapter 61) and woven (Chapter 62), then further by fiber (wool, cotton, man-made), gender, and whether the construction is waterproof/rubberized. A typical men's woven cotton anorak is suggested under 6201.90.69.10; a knit synthetic-fiber jacket falls under 6101.30.20.10."},{"question":"What is the duty rate for importing jackets?","answer":"Rates vary by construction and fiber. Wool overcoats under 6201.20 / 6202.20 carry compound rates (~41¢/kg + 16.3%). Cotton woven jackets under 6201.90 / 6202.90 are ~4.2%. Man-made-fiber knit jackets under 6101.30 / 6102.30 are ~8.9%. Waterproof rubberized rainwear under 6113.00.90 is ~7.1%."},{"question":"How are ski-jackets classified differently?","answer":"Ski-jackets and similar recreational outerwear of man-made fibers fall under 6201.90.49 (men's/boys') with a 4.2% rate, distinct from generic windbreakers under 6201.90.69. The product's recreational/sport-specific design drives the suffix selection."},{"question":"Is a fleece jacket considered waterproof for tariff purposes?","answer":"Generally no. A standard polyester fleece is a knit garment under 6101.30 / 6102.30 at ~8.9%. Heading 6113 (waterproof) requires the garment to be made from fabrics specifically of headings 5903, 5906, or 5907 — that is, rubberized, plastic-coated, or laminated."},{"question":"Are men's and women's jackets classified under different codes?","answer":"Yes. Men's/boys' jackets fall under 6101 (knit) or 6201 (woven). Women's/girls' jackets fall under 6102 (knit) or 6202 (woven). Statistical suffixes further split men's vs boys' and women's vs girls' within each subheading."}],"htsCodes":[{"code":"6201.20.11.10","codeRaw":"6201201110","description":"Men's or boys' overcoats, carcoats, capes, cloaks, anoraks (including ski jackets), windbreakers and similar articles (including padded, sleeveless jackets), other than those of heading 6203 — Of wool or fine animal hair, Overcoats, carcoats, capes, cloaks and similar coats, Men's (434)","generalRate":"41¢/kg + 16.3%","chapter":"62","materialContext":"Men's woven wool overcoats, anoraks, and heavy outerwear"},{"code":"6202.20.11.10","codeRaw":"6202201110","description":"Women's or girls' overcoats, carcoats, capes, cloaks, anoraks (including ski jackets), windbreakers and similar articles (including padded, sleeveless jackets), other than those of heading 6204 — Of wool or fine animal hair, Overcoats, carcoats, capes, cloaks and similar coats, Women's (435)","generalRate":"41¢/kg + 16.3%","chapter":"62","materialContext":"Women's woven wool overcoats, anoraks, and heavy outerwear"},{"code":"6201.90.69.10","codeRaw":"6201906910","description":"Men's or boys' overcoats, carcoats, capes, cloaks, anoraks (including ski jackets), windbreakers and similar articles (including padded, sleeveless jackets), other than those of heading 6203 — Of other textile materials, Anoraks (including ski-jackets), windbreakers and similar articles (including padded, sleeveless jackets), Other, Other, Subject to cotton restraints (334)","generalRate":"4.20%","chapter":"62","materialContext":"Men's cotton anoraks, windbreakers, and lighter woven jackets"},{"code":"6202.90.69.11","codeRaw":"6202906911","description":"Women's or girls' overcoats, carcoats, capes, cloaks, anoraks (including ski jackets), windbreakers and similar articles (including padded, sleeveless jackets), other than those of heading 6204 — Of other textile materials, Anoraks (including ski-jackets), windbreakers and similar articles (including padded, sleeveless jackets), Other, Other, Subject to cotton restraints (335)","generalRate":"2.80%","chapter":"62","materialContext":"Women's cotton anoraks, windbreakers, and lighter woven jackets"},{"code":"6101.30.20.10","codeRaw":"6101302010","description":"Men's or boys' overcoats, carcoats, capes, cloaks, anoraks (including ski-jackets), windbreakers and similar articles, knitted or crocheted, other than those of heading 6103 — Of man-made fibers, Other, Other, Men's (634)","generalRate":"28.20%","chapter":"61","materialContext":"Men's knit jackets of synthetic/man-made fibers (fleeces, soft-shells)"},{"code":"6102.30.20.10","codeRaw":"6102302010","description":"Women's or girls' overcoats, carcoats, capes, cloaks, anoraks (including ski-jackets), windbreakers and similar articles, knitted or crocheted, other than those of heading 6104 — Of man-made fibers, Other, Other, Women's (635)","generalRate":"28.20%","chapter":"61","materialContext":"Women's knit jackets of synthetic/man-made fibers (fleeces, soft-shells)"},{"code":"6201.90.49.10","codeRaw":"6201904910","description":"Men's or boys' overcoats, carcoats, capes, cloaks, anoraks (including ski jackets), windbreakers and similar articles (including padded, sleeveless jackets), other than those of heading 6203 — Of other textile materials, Anoraks (including ski-jackets), windbreakers and similar articles (including padded, sleeveless jackets), Recreational performance outerwear, Other, Subject to cotton restraints (334)","generalRate":"4.20%","chapter":"62","materialContext":"Men's woven ski-jackets, technical, and recreational outerwear"},{"code":"6113.00.90.38","codeRaw":"6113009038","description":"Garments, made up of knitted or crocheted fabrics of heading 5903, 5906 or 5907 — Other, Trousers, breeches and shorts, Of cotton, Men's or boys' (347)","generalRate":"7.10%","chapter":"61","materialContext":"Men's waterproof rainwear and rubberized/coated jackets"},{"code":"6113.00.90.42","codeRaw":"6113009042","description":"Garments, made up of knitted or crocheted fabrics of heading 5903, 5906 or 5907 — Other, Trousers, breeches and shorts, Of cotton, Women's or girls (348)","generalRate":"7.10%","chapter":"61","materialContext":"Women's waterproof rainwear and rubberized/coated jackets"}]}}

The first decision point is whether the device is a fully assembled portable computer or a component.\n\nFor a complete laptop or notebook — meaning a portable ADP machine weighing not more than 10 kg, containing at least a CPU, keyboard, and display in the same housing — the suggested classification is 8471.30.01.00. This is the most common subheading and applies to the bulk of consumer and business laptops, including ultrabooks, gaming laptops, and 2-in-1 convertibles.\n\nFor desktop-style computers and all-in-one PCs that combine a CPU with input and output units in one housing but do not meet the portable weight threshold, the suggested subheading is 8471.41.01. Bare processing units shipped without input/output devices fall under 8471.50.01.\n\nPeripherals and components are split out separately. Combined input/output units such as touchscreens fall under 8471.60.10, standalone keyboards under 8471.60.20, and storage units (HDDs, optical drives, flexible disk drives) under 8471.70. Within 8471.70, the breakouts depend on whether the unit is a hard disk drive (8471.70.40.65) or other magnetic media (8471.70.40.95).\n\nMotherboards, printed circuit assemblies, and generic accessories shift to heading 8473, which covers parts and accessories of ADP machines. Suggested codes here include 8473.30.11 for populated PCBs and 8473.30.51 for other parts. The substantive duty story is the same — most parts and accessories of computers are duty-free under MFN rates.\n\nA practical note: external power supplies, chargers, and adapters used with laptops generally do not stay under heading 8471 — they fall under heading 8504 (electrical transformers and converters) and may carry different rates.","dutyOverview":"The general MFN duty rate for laptops, desktop PCs, processing units, peripherals, and ADP-machine parts is Free under heading 8471 and 8473. Section 301 tariffs and other country-specific additional duties may apply to laptops and components from certain origins, so total landed duty depends on country of origin in addition to the base classification.","commonMistakes":["Classifying a tablet computer or smartphone under 8471.30 — those typically fall under 8517 (telecommunications) or 8528 (monitors/display devices) depending on form factor.","Putting laptop chargers or power adapters under 8471 — power supplies belong under heading 8504 (static converters) or 8536 (electrical apparatus) depending on type.","Assuming all PC components are 'parts of laptops' under 8473 — graphics cards (8542 / 8473), monitors (8528), and storage media (8523) often have their own headings.","Overlooking the 10 kg weight threshold for 8471.30 — heavier portable workstations may need to fall under 8471.41 instead.","Confusing keyboards and pointing devices under 8471.60.20 with input devices integrated into laptops, which travel with the parent under 8471.30."],"faq":[{"question":"What is the HS code for a laptop?","answer":"Laptops are most commonly classified under HTS 8471.30.01.00, which covers portable automatic data processing machines weighing not more than 10 kg and containing at least a CPU, keyboard, and display in the same housing. A pure tablet without an integrated keyboard typically falls under heading 8517 if it has cellular connectivity, or under another heading depending on its primary function. Tablet classification can be nuanced and a licensed customs broker should confirm the final code."},{"question":"Do internal SSDs fall under the laptop classification?","answer":"Internal solid-state drives generally fall under heading 8523 (semiconductor media), not 8471.70 (which covers magnetic disk drives). {"product":"Magazine","category":"Books, Media & Stationery","summary":"Magazines and periodicals are primarily classified under HTS heading 4902, which covers newspapers, journals, and periodicals whether or not illustrated or containing advertising material. The general duty rate for all printed periodicals and magazines is Free -- there is no duty assessed on imported magazines, catalogs, brochures, or similar printed matter under US tariff law. Related items like catalogs fall under 4911, and bound periodicals under 4901, all also duty-free.","classificationGuide":"Magazines and periodicals enjoy one of the simplest and most favorable tariff treatments in the HTS. All printed periodicals enter the United States duty-free under heading 4902. The classification guide focuses on distinguishing between related headings rather than duty rate optimization.\n\nHeading 4902 is the primary classification for magazines, journals, newspapers, and periodicals of all kinds. Within this heading, 4902.10 covers publications appearing at least four times a week (daily newspapers and similar), while 4902.90 covers all other periodicals including weekly, monthly, and quarterly magazines. The statistical breakouts distinguish between newspaper supplements printed by gravure (4902.90.10), newspapers appearing less than four times per week (4902.90.20.20), business and professional journals (4902.90.20.40), and other general periodicals (4902.90.20.60).\n\nCatalogs and advertising materials are classified separately under heading 4911 (other printed matter). Trade advertising material and commercial catalogs fall under 4911.10, with breakouts for catalogs of US products (4911.10.00.20), foreign trade catalogs (4911.10.00.40), and tourist literature (4911.10.00.60). All enter duty-free.\n\nBrochures and leaflets -- typically thinner publications without the periodic issuance of a magazine -- may fall under heading 4901 (printed books, brochures, leaflets, and similar printed matter). The statistical breakouts in 4901.99 distinguish by page count: not more than 4 pages (4901.99.00.91), 5-48 pages (4901.99.00.92), and 49 or more pages (4901.99.00.93). All are duty-free.\n\nBound collections of periodicals that would otherwise fall under heading 4902 are classified under 4901.99.00.20 per Legal Note 3 to Chapter 49. This applies to bound annual volumes of magazines or journals.\n\nThe key classification challenge with magazines is not the duty rate (which is always Free) but the correct statistical reporting. US Customs requires accurate statistical suffix reporting for trade data purposes, so importers should ensure they are using the right specific code even though the duty impact is nil.","dutyOverview":"All magazines, periodicals, catalogs, brochures, and similar printed matter enter the United States duty-free. This applies regardless of the country of origin, language of publication, or subject matter. Heading 4902 (periodicals), heading 4901 (books and brochures), and heading 4911 (catalogs and advertising material) all carry a general rate of Free. No preferential trade agreement treatment is needed since the MFN (most favored nation) rate is already zero.","commonMistakes":["Misclassifying a catalog as a magazine under 4902 when it should be under 4911.10 as trade advertising material -- while both are duty-free, correct statistical reporting is required.","Classifying a bound volume of periodicals under 4902 instead of 4901.99.00.20 -- Legal Note 3 to Chapter 49 requires bound periodicals to be classified under 4901.","Confusing brochures (heading 4901) with periodicals (heading 4902) -- periodicals are issued in successive parts under a common title at regular intervals, while brochures are standalone publications.","Not distinguishing between business/professional journals (4902.90.20.40) and consumer magazines (4902.90.20.60) for statistical reporting purposes.","Classifying printed matter that includes a CD-ROM or digital media under Chapter 49 when the digital component may require separate classification under heading 8523."],"faq":[{"question":"What is the HS code for a magazine?","answer":"Magazines are classified under HTS heading 4902. No preferential trade agreement is needed -- the standard MFN rate is zero."},{"question":"What is the HS code for a catalog or brochure?","answer":"Trade catalogs and commercial advertising material are classified under HTS 4911.10.00.80 (Free). Brochures and leaflets fall under heading 4901 -- specifically 4901.99.00.91 for publications of 4 or fewer pages, 4901.99.00.92 for 5-48 pages, and 4901.99.00.93 for 49 or more pages. All are duty-free."},{"question":"Is there a difference between HS codes for newspapers and magazines?","answer":"Yes, they have different subheadings within heading 4902. Newspapers and periodicals appearing at least four times a week use 4902.10.00.00, while magazines and periodicals appearing less frequently use 4902.90. Both are duty-free, but the distinction matters for accurate statistical reporting."},{"question":"How are digital magazines classified for import purposes?","answer":"Physical printed magazines are classified under heading 4902 (duty-free). Digital-only content transmitted electronically is generally not subject to customs duties as it is not a physical good crossing the border. However, if a magazine ships with a physical CD-ROM or USB drive containing digital content, the digital media component may need separate classification under heading 8523."}],"htsCodes":[{"code":"4902.90.20.60","codeRaw":"4902902060","description":"Other newspapers, journals and periodicals (including single issues tied together for shipping purposes)","generalRate":"Free","chapter":"49","materialContext":"General consumer magazines and periodicals"},{"code":"4902.90.20.40","codeRaw":"4902902040","description":"Other business and professional journals and periodicals","generalRate":"Free","chapter":"49","materialContext":"Business, trade, and professional magazines"},{"code":"4902.10.00.00","codeRaw":"4902100000","description":"Newspapers, journals and periodicals, appearing at least four times a week","generalRate":"Free","chapter":"49","materialContext":"Daily or near-daily periodicals and newspapers"},{"code":"4902.90.10.00","codeRaw":"4902901000","description":"Newspaper supplements printed by a gravure process","generalRate":"Free","chapter":"49","materialContext":"Newspaper magazine supplements (gravure printed)"},{"code":"4902.90.20.20","codeRaw":"4902902020","description":"Newspapers appearing less than four times per week","generalRate":"Free","chapter":"49","materialContext":"Weekly newspapers and similar publications"},{"code":"4911.10.00.80","codeRaw":"4911100080","description":"Other trade advertising material, commercial catalogs and the like","generalRate":"Free","chapter":"49","materialContext":"Catalogs, brochures, and advertising material"},{"code":"4911.10.00.40","codeRaw":"4911100040","description":"Printed catalogs, price lists or trade notices from foreign sellers","generalRate":"Free","chapter":"49","materialContext":"Foreign trade catalogs and price lists"},{"code":"4901.99.00.92","codeRaw":"4901990092","description":"Other printed books, brochures, leaflets, containing 5-48 pages (excluding covers)","generalRate":"Free","chapter":"49","materialContext":"Brochures and leaflets (5-48 pages)"},{"code":"4901.99.00.20","codeRaw":"4901990020","description":"Bound newspapers, journals and periodicals provided for in Legal Note 3","generalRate":"Free","chapter":"49","materialContext":"Bound volumes of periodicals"},{"code":"4911.99.60.00","codeRaw":"4911996000","description":"Other printed matter, printed on paper by a lithographic process","generalRate":"Free","chapter":"49","materialContext":"Lithographically printed matter (flyers, promotional prints)"}]}

{"product":"Notebook","category":"Books, Media & Stationery","summary":"Paper notebooks are classified under HTS heading 4820, which covers registers, notebooks, exercise books, and similar articles of paper or paperboard. All notebooks entering the United States under this heading are duty-free (0% general rate). The specific subheading depends on the type of binding, format, and dimensions of the notebook.","classificationGuide":"Paper notebooks are classified under heading 4820 of the Harmonized Tariff Schedule, which broadly covers registers, account books, notebooks, order books, receipt books, letter pads, memorandum pads, diaries, exercise books, binders, folders, and other articles of stationery made of paper or paperboard. The good news for importers is that all products under this heading enter the US duty-free.\n\nThe classification within heading 4820 depends on the product type and physical characteristics. Bound notebooks, diaries, and address books fall under 4820.10.20, with further breakouts based on size dimensions. Notebooks with standard dimensions (small side 6\"-15\" and large side 8.75\"-15\") are separately identified as either sewn composition books (4820.10.20.30) or other notebooks (4820.10.20.40). Notebooks falling outside these standard dimensions are classified under 4820.10.20.60. This size-based distinction exists for statistical tracking purposes, not duty rate differences.\n\nBinding method matters for proper statistical classification. Sewn composition books have their own provision (4820.10.20.30), while spiral-bound, wirebound, or other non-bound formats that do not qualify as \"bound\" may fall under 4820.10.40.00, which is a residual category for notebooks and similar articles that are not bound in the traditional sense. Exercise books — typically school workbooks with lined or ruled pages — have their own specific subheading at 4820.20.00.00.\n\nImporters should distinguish paper notebooks from electronic devices that share the same name. Laptop computers (commonly called \"notebooks\") are classified under heading 8471 with very different duty considerations. Similarly, if a notebook has significant non-paper components — such as a leather cover that constitutes the essential character of the product — classification could shift to the material of the cover (e.g., Chapter 42 for leather articles). However, standard paper notebooks with decorative covers remain under 4820 as long as the paper component gives the article its essential character.","dutyOverview":"All paper notebooks and stationery articles under heading 4820 enter the United States duty-free at a 0% general rate. This applies regardless of the country of origin, binding method, size, or specific format. Even under the Column 2 (non-MFN) rate, these products remain duty-free. This makes paper notebooks one of the simplest product categories for import duty assessment.","commonMistakes":["Confusing paper notebooks (heading 4820, duty-free) with laptop/notebook computers (heading 8471), which have entirely different classification and duty treatment.","Classifying a premium notebook with a leather or genuine leather cover under 4820 when the leather cover may give the product its essential character, potentially shifting it to Chapter 42 (leather goods).","Misclassifying printed notebooks with significant educational or instructional content as books under heading 4901 instead of notebooks under 4820 — the distinction depends on whether the product is primarily a blank writing surface or a printed publication.","Failing to correctly identify the binding method and size dimensions for accurate statistical reporting, which can complicate trade data analysis and invite CBP scrutiny."],"faq":[{"question":"What is the HS code for notebooks?","answer":"Paper notebooks are classified under HTS heading 4820. The most common subheading is 4820.10.20, which covers bound notebooks, with specific codes for standard-size sewn composition books (4820.10.20.30), other standard-size notebooks (4820.10.20.40), and non-standard sizes (4820.10.20.60). All notebook imports under heading 4820 are duty-free."},{"question":"Are notebooks duty-free to import into the US?","answer":"Yes, all paper notebooks classified under heading 4820 enter the United States duty-free at a 0% general tariff rate. This duty-free status applies regardless of the country of manufacture."},{"question":"What is the HS code for composition books?","answer":"Sewn composition books with standard dimensions (small side 6\"-15\" and large side 8.75\"-15\") are classified under HTS 4820.10.20.30. If a notebook has a genuine leather cover that constitutes the essential character of the product (i.e., the leather cover is the primary value component), it may be classified under Chapter 42 as a leather article rather than under 4820 as a paper stationery product. {"product":"Shoes","category":"Apparel & Clothing","summary":"Footwear is classified across headings 6401 to 6406 of the HTS, with the correct subheading driven primarily by the materials of the upper and the outer sole, and secondarily by gender, value bracket, and whether the shoe covers the ankle. Most consumer shoes fall under heading 6403 (leather uppers), 6404 (textile uppers), or 6402 (all rubber/plastic). Duty rates vary widely — from 6% on plastic shoes to over 37% on inexpensive textile shoes — so material selection has a material impact on landed cost.","classificationGuide":"Footwear classification under the HTS is one of the more rate-sensitive areas of the tariff schedule. The first decision is the material of the **outer sole**, followed by the material of the **upper**.\n\nIf the outer sole is rubber or plastic and the upper is leather, the suggested heading is **6403**. Within 6403, ankle coverage matters: shoes not covering the ankle (low cuts, oxfords, loafers) fall under 6403.99, while shoes covering the ankle (boots, hi-tops) fall under 6403.51. Statistical suffixes split further by gender — for example, 6403.99.60.40 covers men's leather casual shoes and 6403.99.60.75 covers women's.\n\nIf the outer sole is rubber or plastic and the upper is **textile**, the suggested heading is **6404**. Athletic footwear (tennis, basketball, gym, training shoes) is broken out under 6404.11, while other textile-upper shoes fall under 6404.19. Within 6404.19, value brackets drive significantly different rates: shoes valued under $3/pair (6404.19.20) carry a 37.5% duty, while shoes valued over $12/pair (6404.19.90) drop to 9%. Importers should price shoes carefully — the value declared on the entry pushes rates up or down dramatically.\n\nIf both the upper and outer sole are rubber or plastic — including molded sandals, clogs, jellies, and flip-flops — the suggested heading is **6402**. Most fall under 6402.99 with a 6% rate.\n\nSlippers and indoor shoes with textile uppers and non-rubber/non-plastic soles (often felt or leather) suggest **6405.20**.\n\nFinally, shoe **uppers** that have been shaped but not yet attached to soles fall under **6406.10**, which is treated as a footwear part. Importers shipping uppers separately for domestic assembly should pay attention to this.\n\nThe gender, age, and athletic-vs-casual distinctions appear at the statistical suffix level, so even within the same 8-digit subheading, the right 10-digit suffix can differ between a men's sneaker and a women's sneaker.","dutyOverview":"Footwear duty rates range broadly from 6% (rubber/plastic shoes under 6402) to 37.5% (low-cost textile shoes under 6404.19.20), depending on materials, value, and gender. Some footwear may also be subject to country-specific additional duties or trade-program eligibility (for example USMCA), so total landed duty depends on origin in addition to classification.","commonMistakes":["Assuming all sneakers fall under 6404.11 (sports footwear) — only shoes specifically designed for athletic activity qualify; lifestyle sneakers may fall under 6404.19 with different rates.","Misclassifying based on the upper material when the outer sole drives the heading split — always check the sole first.","Ignoring the value brackets within 6404.19 — the same shoe at $2.99 vs $3.50 lands in two very different duty buckets.","Putting molded plastic sandals or clogs under 6404 when they belong under 6402 (rubber/plastic both upper and sole).","Treating shoe uppers as finished footwear — once detached from a sole they fall under heading 6406 (parts)."],"faq":[{"question":"What is the HS code for shoes?","answer":"There is no single code — shoes are split across headings 6401 to 6406 based primarily on outer sole material and upper material. Examples: rubber/plastic shoes under 6402.99 are around 6%, leather casual shoes under 6403.99.60 are around 8.5%, athletic textile shoes under 6404.11.20 are 10.5%, and low-cost textile shoes under 6404.19.20 jump to 37.5%. Country of origin can add further additional duties."},{"question":"Why are some textile shoes 9% and others 37.5%?","answer":"Heading 6404.19 has value brackets baked into the statistical suffixes. Shoes valued not over $3/pair (6404.19.20) carry a 37.5% rate, while shoes valued over $12/pair (6404.19.90) drop to 9%. The declared value on the entry determines which suffix and rate apply."},{"question":"How are athletic shoes classified differently from casual shoes?","answer":"Athletic footwear specifically designed for sports (tennis, basketball, gym, training) falls under 6404.11 with a 10.5% rate. Lifestyle sneakers and fashion shoes that look athletic but are not designed for sport fall under 6404.19 with rate brackets driven by value."},{"question":"Are shoe parts classified differently?","answer":"Yes. The general MFN rate is Free.\n\n**8541.42.00** — Photovoltaic cells **not assembled in modules or made up into panels**. This covers bare or partially processed cells before they're laminated into a module. Also Free at the MFN level.\n\n**Solar inverters** — devices that convert the DC output of a panel into grid-compatible AC — are classified under heading **8504** (static converters), not 8541. The most relevant subheading is 8504.40.95, with the specific 10-digit suffix depending on the inverter type and power rating.\n\n**Solar generator kits** that include a small AC alternator alongside batteries and PV components may pull the alternator under heading **8501.61** (AC generators, output ≤75 kVA, 2.5%).\n\n**Parts of solar cells and modules** — junction boxes, ribbons, cell strings before lamination, and similar — fall under 8541.90.\n\n**Important duty caveat for solar panels.** Although the MFN rate is Free, solar panels are one of the most heavily layered tariff items in the US trade landscape. Imports are subject to:\n- Section 201 safeguard tariffs on crystalline silicon cells and modules (with country exclusions and quotas)\n- Section 301 tariffs on Chinese-origin solar cells and modules\n- Anti-dumping (AD) and countervailing duties (CVD) on cells and modules from specific origins\n- Inflation Reduction Act incentives that affect downstream tax treatment but not the entry duty\n\nThese additional duties shift quarterly, vary by country of origin and manufacturer-specific certifications, and can collectively push effective duty well above the base rate. The classification suggestion alone is not sufficient for planning landed cost on solar imports — country-specific and supplier-specific additional duties must be reviewed by a licensed customs broker for any prospective entry.","dutyOverview":"The general MFN duty rate for assembled solar panels (8541.43.00) and bare PV cells (8541.42.00) is Free; solar inverters under 8504.40.95 are also Free. {"product":"T-Shirt","category":"Apparel & Clothing","summary":"T-shirts and similar knit garments fall primarily under heading 6109 of the HTS, with cotton T-shirts under 6109.10 and synthetic / man-made-fiber T-shirts under 6109.90. Cotton T-shirts carry a general duty rate around 16.5%, while polyester and other man-made-fiber T-shirts climb to around 32%. Polo-style collared knit shirts shift to heading 6105/6106, and heavier knit pullovers like long-sleeve tops shift to heading 6110.","classificationGuide":"The first split for T-shirts is the **fiber**. Cotton T-shirts fall under heading **6109.10**, while T-shirts of man-made fibers (polyester, nylon, blends predominantly synthetic) fall under **6109.90.10**. T-shirts of other textile materials (wool, silk, blends not predominantly cotton or MMF) fall under **6109.90.80**.\n\nWithin 6109.10 (cotton), statistical suffixes break the heading down by gender, construction details, and style. The most-specific breakouts include: 6109.10.00.04 for plain white men's T-shirts (short hemmed sleeves, hemmed bottom, crew or V-neck, no pockets or trim) — a deliberately narrow stat suffix targeting basic undershirts and blanks; 6109.10.00.12 for other men's cotton T-shirts (printed, colored, with pockets or trim — the bulk of consumer T-shirts); and 6109.10.00.27 for other men's cotton garments under 6109.10. Women's and girls' cotton T-shirts use suffixes in the .37–.65 range.\n\nThe distinction between a T-shirt and a polo shirt is consequential. A **collared** knit shirt — even a short-sleeve knit collared shirt — generally falls under heading 6105 (men's) or 6106 (women's), not 6109. A long-sleeve knit pullover or sweatshirt-weight garment shifts to heading 6110.\n\nThe duty rate gap between cotton and synthetic T-shirts is substantial. Cotton (6109.10) is around 16.5%, while man-made-fiber (6109.90.10) jumps to 32%. Importers should confirm the predominant fiber by weight on the label and on the entry — fiber composition drives almost half the duty differential.\n\nNote on textile category numbers: the HTS uses textile category codes in parentheses (e.g., 338, 339, 352) at the suffix level. These are CBP statistical reporting categories that align with quota and trade-agreement reporting; they do not affect the duty rate but are required on the entry.","dutyOverview":"Cotton T-shirts under heading 6109.10 carry a general duty rate around 16.5%, while T-shirts of man-made fibers (polyester, nylon, predominantly synthetic blends) under 6109.90.10 carry around 32%. Country-specific additional duties may apply on top of the base rate.","commonMistakes":["Putting a polo shirt under 6109 — knit collared shirts belong under heading 6105 (men's) or 6106 (women's), not 6109.","Not separating men's plain white blanks (6109.10.00.04) from other men's cotton T-shirts (6109.10.00.12) — both are cotton at 16.5% but the statistical reporting differs.","Misclassifying a cotton/polyester blend — what matters is the predominant fiber by weight; a 60/40 cotton/polyester T-shirt is cotton (6109.10), but a 40/60 blend flips to 6109.90.10 and a near-doubled duty rate.","Treating a long-sleeve knit shirt as a T-shirt — long-sleeve knit pullovers may need to fall under heading 6110, not 6109.","Skipping the textile category number on the entry — required for CBP statistical reporting even though it does not affect duty calculation."],"faq":[{"question":"What is the HS code for a T-shirt?","answer":"Most cotton T-shirts fall under HTS 6109.10.00. {"product":"Valve","category":"Industrial & Machinery","summary":"Industrial valves are classified under HTS heading 8481, which covers taps, cocks, valves, and similar appliances for pipes, boiler shells, tanks, vats, and the like. The eight-digit subheading depends on the valve's function — pressure-reducing, hydraulic/pneumatic transmission, check, safety/relief, or other operating mechanism. Most industrial valves carry a general duty rate between 2% and 5.6% depending on function, material, and operating mechanism. Parts of valves classify under 8481.90.","classificationGuide":"Heading 8481 of the HTS is structured around valve **function**. The first decision is what the valve actually does in its application.\n\n**Pressure-reducing valves** (8481.10) regulate downstream pressure to a setpoint. Single-stage and other pressure-reducing valves split at the 10-digit suffix level (8481.10.00.40 vs 8481.10.00.90).\n\n**Valves for hydraulic and pneumatic transmissions** (8481.20) include directional control valves, flow control valves, and pressure control valves used in fluid power systems. The hydraulic vs pneumatic split appears at the suffix level — 8481.20.00.20–.40 covers hydraulic, 8481.20.00.50–.80 covers pneumatic.\n\n**Check valves** (non-return valves, 8481.30) prevent backflow. The two main suffixes are 8481.30.10.10 for primary in-line metallic check valves and 8481.30.10.90 for other types.\n\n**Safety and relief valves** (8481.40) open above a set pressure to protect downstream equipment. This is a single 10-digit suffix at 8481.40.00.00.\n\n**Other valves** (8481.80) is the catch-all for most industrial valves not covered by the function-specific subheadings. This is the largest subheading by volume, broken down by **operating mechanism** and **material**:\n- 8481.80.10 — hand-operated valves of iron, steel, or non-malleable cast iron (4% rate)\n- 8481.80.30 — hand-operated valves of copper (5.6% rate, common for plumbing)\n- 8481.80.50 — automatic valves of iron/steel\n- 8481.80.90 — other valves including solenoid-operated, motor-operated, and pneumatically-operated industrial valves (2% rate)\n\n**Valve parts** (8481.90) covers bodies, bonnets, stems, discs, and other components when imported separately.\n\nA practical note: valves integrated into specific equipment may follow that equipment's classification rather than 8481 (for example, a fuel injector valve installed in an engine is usually classified with the engine). {"product":"Watch","category":"Jewelry & Accessories","summary":"Watches are classified under HTS heading 9101 (with cases of precious metal) and 9102 (other cases). The classification structure is unusual because watches use **compound duty rates** — typically a specific cents-per-watch amount plus separate percentages on the case, strap/bracelet, and battery. The exact rate depends on the case material, the type of display (mechanical, opto-electronic), the movement (battery-operated, automatic winding, mechanical hand-wound), and the number of jewels. Watch straps, dials, and other parts have separate headings under 9113 and 9114.","classificationGuide":"Watch classification is one of the more structurally distinctive areas of the HTS because of its **compound rate** system. Almost every consumer watch carries a duty composed of three parts: a specific amount per unit (e.g., 51¢ each), plus an ad valorem percentage on the case, plus an ad valorem percentage on the battery (and sometimes on the strap/band/bracelet).\n\nThe top-level split is by case material:\n\n**9101 — Wrist watches, pocket watches, and other watches with cases of precious metal or of metal clad with precious metal** (gold, silver, platinum cases or plating). 9101.11 covers electrically operated watches with mechanical display; 9101.21 covers automatic-winding mechanical watches in precious-metal cases.\n\n**9102 — Wrist watches, pocket watches, and other watches with cases other than precious metal** (steel, titanium, plastic, ceramic, etc.). This is where the bulk of consumer and luxury watches sit. Subheadings include:\n- 9102.11 — Electrically operated, with mechanical display only (analog quartz watches)\n- 9102.12 — Electrically operated, with opto-electronic display only (digital LCD watches)\n- 9102.19 — Electrically operated, with both mechanical and opto-electronic display (ana-digi watches)\n- 9102.21 — Automatic-winding mechanical watches\n- 9102.29 — Other mechanical watches (hand-wound)\n- 9102.91 — Pocket watches and other non-wrist watches, electrically operated\n\nSpecific suffixes within each subheading further split by **number of jewels** (none, no more than 1, more than 1) and presence/absence of features like opto-electronic displays.\n\nA crucial nuance: the rate on the **strap/band/bracelet** is sometimes broken out separately and sometimes combined with the case rate, depending on the specific 10-digit suffix. Watch straps imported **separately** fall under heading 9113 (e.g., 9113.20 for straps of base metal, 9113.90 for straps of textile or other materials). Watch dials, watch movements, watch crystals, and other parts have their own breakouts under 9108–9114.\n\n**Smartwatches** are a special case. A device that primarily functions as a watch (telling time, basic display, basic notifications) generally classifies under heading 9102. A device that is functionally a wearable computer (cellular connectivity, full apps, fitness sensors) may classify under heading 8517 (telecommunications) or 8543 (electrical machines) under \"essential character\" rules. The boundary is fact-specific and a licensed customs broker should review smartwatch entries.","dutyOverview":"Watch duty rates are compound — typically a specific amount per unit (40¢ to 51¢ per watch) plus separate ad valorem percentages on the case, strap/band/bracelet, and battery. As a result, the simple \"Duty Rate Range\" varies depending on watch value and component prices. Examples: a quartz analog watch with a non-precious case (9102.11) carries 40¢ each + 8.5% on the case + 2.8% on the strap + 5.3% on the battery. Watches with precious-metal cases under 9101 carry similar compound rates. Watches with automatic mechanical movement under 9101.21.50 are at a Free rate. Country-specific additional duties may apply.","commonMistakes":["Reporting only the ad valorem percentage and skipping the specific cents-per-unit component — watch duty is compound and the per-unit charge accumulates fast on large shipments.","Putting a smartwatch under 9102 without considering its primary function — wearables with full computing or cellular functionality may classify under heading 8517 or 8543, not 9102.","Misclassifying based on appearance rather than case material — a watch with a gold-plated steel case under 9102 has a different rate structure than a solid-gold case under 9101, even if they look similar.","Treating watch straps imported separately as part of the watch — separately imported straps fall under heading 9113, not under the watch heading.","Overlooking the jewel count split — within each watch subheading, statistical suffixes split by number of jewels in the movement (none, ≤1, >1), affecting both rate and statistical reporting."],"faq":[{"question":"What is the HS code for a watch?","answer":"Watches are classified under HTS heading 9101 (precious-metal case) or 9102 (other case). {"product":"Wooden Furniture","category":"Furniture & Home","summary":"Wooden furniture is classified under HTS heading 9403, with separate subheadings by **room of use**: office (9403.30), kitchen (9403.40), bedroom (9403.50), and other (9403.60, covering dining and living-room furniture). Each subheading has a \"bent-wood\" split (.40) and an \"other wooden\" split (.80 or .90). Wooden furniture parts fall under 9403.91. The general MFN duty rate for almost all wooden furniture under heading 9403 is Free, although country-specific additional duties — particularly Section 301 on Chinese-origin furniture — may apply.","classificationGuide":"Wooden furniture under heading 9403 is structured around **room of intended use**. The 6-digit subheadings are:\n\n- **9403.30 — Wooden furniture of a kind used in offices** (desks, credenzas, conference tables, file cabinets, bookcases for office use)\n- **9403.40 — Wooden furniture of a kind used in the kitchen** (cabinets, kitchen islands, breakfast tables, hutches)\n- **9403.50 — Wooden furniture of a kind used in the bedroom** (beds, dressers, nightstands, armoires, vanities)\n- **9403.60 — Other wooden furniture** (dining tables, dining chairs, living-room sofas with wood frames, side tables, bookshelves for non-office use)\n\nWithin each of those, the 8-digit split distinguishes **bent-wood furniture** (.40) from **other wooden furniture** (.80 or .90). Bent-wood is a specific construction technique (steam-bent solid wood) used historically for Thonet-style chairs and similar pieces. Most modern flat-pack and constructed wooden furniture falls under the \"other\" subheading rather than bent-wood.\n\nKitchen furniture under 9403.40.90 has a further 10-digit suffix for **built-in cabinets** designed for permanent installation (.60) versus other kitchen furniture like islands and breakfast tables (.80). The distinction matters for statistical reporting and for identifying installed-furniture imports.\n\nBedroom furniture under 9403.50.90 splits beds (.41–.45) from non-bed furniture (.80). Within beds, .41 is cribs, .42 is toddler beds and bassinets, and .45 is other beds (the standard adult bed suffix).\n\n**Wooden parts of furniture** — drawers, table legs, frame components, and similar — classify under heading 9403.91 with a Free rate.\n\nThe US HTS includes specific 10-digit suffixes for furniture made of CITES-listed and other endangered woods (Padauk/Narra, Rosewood, Teak, Wenge), which are tracked for environmental/trade-policy reasons. These suffixes appear under each room subheading's \"Other\" split (e.g., 9403.30.80.01 for Padauk, .05 for Rosewood, .21 for teak).\n\nUpholstered furniture with a wood frame — sofas, armchairs, recliners — classifies under 9403.60 if the wooden frame gives the furniture its essential character. Heavily upholstered pieces where the upholstery dominates may shift to heading 9401 (seats) or 9404 (mattresses/bedding) depending on construction.","dutyOverview":"The general MFN duty rate for wooden furniture under heading 9403 is Free across nearly all subheadings — office (9403.30), kitchen (9403.40), bedroom (9403.50), and other living/dining (9403.60). Wooden furniture parts under 9403.91 are also Free.
